Should be “Way Out”, rather than “Departure”.
I think the staff preparing the signage doesn’t know the difference between “enter” and “entrance” in grammer.
I find more Hongkongers unwilling to use English, so it is no surprise for the poor English standard here. After all, it is a shame to tell the foreigner that Hong Kong students learn English language from the age of three, and English is one of our official language.
“Departure” is often associated with different means of transport, e.g. flight departure, bus departure, etc.. I don’t think it’s inappropriate to use it in the context as shown in the photo. Anyway, if you want to say “way out”, why don’t you just say “exit” in the first place?
The English instruction in the first banner does have a problem: MTR *is* a means of public transport. Apart from “公具”, the Chinese version is actually more accurate.

第一個肯定是查字典英譯中的毛病。
第二個可能是要中翻英，但英文程度差，不識得有Entrance這個字，或一向見到這個字也不識讀，慣讀為Enter。

第二張橫額的中文也寫得不好，「地鐵出入口暫停出入」…… 將「暫停出入」改為「暫時關閉」較佳。這張橫額的中、英文通告意思亦不盡相同，十分奇怪。
